RTI against Bihar Rajya Pul Nirman Nigam Limited (“Nigam”) for CA Empanelment Tender:

Rank holder Chartered Accountant Kunal Kishore has written a long letter to the leadership at the Nigam asking to explain the excessive eligibility criteria mentioned in the Tender document dated 04/01/2019 for Empanelment of CA firms.

Below is the full letter emailed to the Public Information Officer of the Nigam along with the Annexure which includes the Tender issued by the Nigam, and another Tender issued by its counterpart in the State of Uttar Pradesh, i.e. UP State Bridge Corporation Limited.

The letter makes a strong, passionate claim for why the eligibility conditions mentioned in the Tender document are needlessly excessive, and, further, have the effect of unreasonably excluding hundredths of amply able Firm of/ Chartered Accountants.
