Last week I led an Indian team, which included Mr. Vimal Kumar Srivastava Principal Commissioner (Customs& EP) and Mr. Atul Singh Addl.Director (DG Systems), to the International Customs Forum 2021(ICF 2021) at Moscow, from 21-22 Oct. The event marked 30th anniversary of the Federal Customs Service Russia and brought together Customs administrations across the world to deliberate on best practices and future visions. In the ICF 2021, India presented its 25 years journey of leveraging IT and showcased recent advancements made by CBIC, namely Faceless Customs and Compliance Information Portal. These developments were well received by other Customs formations and also evinced interest to emulate the Indian template for their Customs formations.
Bilateral meetings also took place on the side-lines of the ICF with a few countries. Deputy Head of Federal Customs Service of Russia Ms. Elena Yagodkina and her delegation met with the Indian team. The two sides reviewed the ongoing cooperation in the areas of training of customs officers, facilitation of goods through Green Corridor and joint enforcement plan. Both sides exchanged views on the scope of AEO-MRA and pre-arrival exchange of customs data and whether it could be used to enhance the contours of the Green Corridor scheme. It was agreed to constitute a working group that could go into all these issues. Mr. Khurshed Karimzoda, Head of Customs Service, Tajikistan led his team to productive talk with the Indian side. The progress made in the bilateral agreement on customs cooperation signed in 2018 came up for discussion. They also expressed interest in exchange of pre-arrival customs data for trade facilitation and law enforcement purposes.
Mr. Ilhom Mukhtarov, Acting First Deputy Head of State Customs Committee of Uzbekistan also held a bilateral meeting with the Indian team. The two sides discussed cooperation in the fields of pre-arrival data exchange, automation of customs processes and single window. From the Korean side, Mr. Jaellyeon Lim, Head of Korea Customs Service held a meeting on the side-lines of ICF 2021. Both Customs administration, reviewed development of electronic origin data exchange system, and also discussed the possibility of exchanging pre-arrival customs data for facilitation and enforcement.
Back home, as a part of MoU signed between CBIC and Maldives Customs Service in 2019, a group of 10 Maldivian officers attended a 5 days training program on Chemical analysis and Narcotics Drugs & Psychotropic Substances (NDPS) testing from 18th to 22nd October 2021 at WCO Regional Customs Laboratory — CRCL, New Delhi. This was a very important part of capacity building for our valued neighbour,
It was encouraging to be informed that as a trade friendly gesture, Trichy Customs Preventive Zone has opened a facilitation Centre at Maraimalai Nagar on 22.10.2021. This is an extension of Customs Preventive Division situated at Cuddalore. The centre at Maraimalai Nagar will now cater to the needs of the manufacturers/exporters particularly MSMEs located in the peripheral areas of Chennai (districts of Thiruvalluar, Kanchipuram and Chengalpet) to fulfil a host of Customs related compliances. It has cut down a travel distance of almost 150 Kms to Cuddalore for the trade and businesses thereby reducing the transaction cost and time for our stakeholders.
It has been brought to my notice that Navi Mumbai Municipal Corporation carried out a cleanliness survey among all Central and State Government offices. CGST Raigad Commissionerate has been conferred with 2nd prize for cleanliness. This is an appreciable efforts by our officers and worthy of emulation by others.
On the vigilance front, Central Board of Indirect Taxes and Customs is observing Vigilance Awareness Week 2021 from October 26, 2021 to November 01, 2021 with the theme Independent India@75: Self Reliance with Integrity. During this period, it is advised that all Zones/ Directorates review all pending vigilance cases and to abide by the case wise deadlines given by Directorate General of Vigilance.
On the anti-smuggling front. SIIB(Import), Nhava Sheva has made a case of 39 Mts. of Walnuts (In Shells) valued at Rs.55 lakh that was concealed and imported in the guise of dry dates. Walnuts (in shells) attract a higher BCD of 100% and IGST of 5% while dry dates attract a BCD of 20% with 12% IGST.
With regard to anti-evasion cases, based on data mining and analytics, Navi Mumbai Commissionerate has detected a case of 12.9 crore of non-payment of GST relating to erection, commissioning, repair & maintenance services. In this case a recovery of Rs. 8.43 crores has been made so far. I am also informed that Audit-II Commissionerate of CGST & C.Ex Mumbai Zone has detected a novel modus and recovered around Rs. 4.22 crore being the Service Tax and Cenvat Credit dues along with interest pertaining to telecommunication (Satellite) procured from vendors located outside India for their ships sailing in International waters. This service provided at high sea attract Reverse Charge Mechanism.
Before signing off, it’s time to bid farewell, on behalf of all of you and on my own personal behalf, to Shri Pramod Kumar Singh, Chief Commissioner of CGST&CX, Jaipur Zone, who would be superannuating this month after a long and distinguished career spanning 33 years of service to the nation. While appreciating his services, I also extend my best wishes to all other officers of various cadres and ranks who would be superannuating this month.
