There is an Assurance Standard which gives a Standard format to give reasonable assurance regarding projections. One can use the same if required.

CAs need not blankety sign project reports or any documents regarding end use of funds as per reply by RBI in response to RTI application.

 

RBI said that  every bank has its own policy and requirements.

 

However, CA should not sign anything which is related to future events as it may be outside the purview of CA profession.

 

Regarding ‘use’ of funds even CARO required reporting but using the word ‘end use’ is very difficult as what you look at is a First Use whereas end use has no limitations.
