Is there any provision in the Income Tax Act where the penalty can be imposed on the Income Tax Officer for Non-Compliance?

Dear Prime Minister Sir,

I have received Income Tax notice twice which I failed to comply due to various personal problems & reasons.

Now, I have received the Third notice which says that if I don’t comply with the notice, they will impose a fine of Rs. 10,000/- for such non-compliance u/s 271(1)(b).

In another case of mine, I have given 4 letters to my assessing officer on various dates for some old refund due to appeal effect. However, no response is done by the assessing officer and the issue is not resolved. Apart from four letters I have also visited the Income Tax Department on various occasions and still the issue is not resolved.

Please let me know if there are any provisions in the Income Tax Act, 1961 whereby you can impose or an assessee can impose a fine of just Rs. 100 for non- compliance by the Assessing Officer.
